On the most basic level, this SCP is a shapeshifter.
WOAH WOAH woah, wait, just calm down a second. Before you pull out your "Thing That Does A Thing" card, just let me explain.
This SCP was initially a certain anomalous individual, though no one remembers how (more on this later). After a containment breach, SCP-X tried to escape, but was killed before it could reach an exit. Over the weeks following this event, the Foundation gets multiple complaints from employees about a suspicious individual, one of the researchers in the SCP-X case. One day he is killed on site, and is found dead in an empty lounge room. More complaints of another individual come in, and, you see where I'm going with this.
The Foundation eventually rounds the possibilities down to two: Either SCP-X is a shapeshifter, changing form and attempting to escape the Foundation, or SCP-X is a divine power or spirit, taking control of different individuals to achieve it's goal, whatever that is. I already told you which one it is, but the Foundation doesn't know that yet. The whole article is basically them trying to figure that out.
Edit: Whoops, forgot about the "more on that later" part. The shapeshifter destroys all files (digital and physical) about the original SCP-X, so that's why no one remembers why this person was anomalous.

You haven't really done much to convince me that this isn't still "a thing that does a thing". It's some entity that kills people and either possesses them or shapeshifts, but nobody knows which. You have details about its origin but then go on to say the data was all deleted, so how does the Foundation find any of this out?
I'm gonna drop some knowledge on you: Killing people is the least interesting thing an anomaly can do. The wiki is overloaded with objects and entities that kill people, including several shapeshifters. What makes this SCP unique among all the other shapeshifting killers?

I don't think I communicated this well in my first post, but I wanted to focus less on the killing of people the SCP does, but the SCP's attempts on hiding from the Foundation while simultaneously trying to escape, and the Foundation also trying to discover which person the SCP has shapeshifted into. It's goal isn't just to kill people, it's to escape whatever site it's in. Naturally, if it is discovered, it has to kill another person and assume their identity. It only kills them because it doesn't want to risk the chance of someone seeing two of the same person walking around.

The fact that the information existed in the first place is the reason they find out, because whoever wrote the original information obviously remembers they wrote it and maybe some details about it too. Also, I mentioned the notes about the containment breach with the original SCP-X and what it did, and those were stored separately from the SCP-X files, and therefore weren't deleted. I should also mention that in the draft I have, the original SCP-X that was killed in the containment breach is labeled SCP-XXXX-A, and whatever is snooping around the site currently is just SCP-XXXX, if that makes things easier to understand.

I feel kind of guilty here, because I intentionally hyped up a potential plot when I really didn't have one. I don't know what I was thinking when writing my original post, I guess all I meant was I have more details about the timeline of the article, of the Foundation slowly flip-flopping between theories before some new piece of evidence comes along to change their perspective yet again. Sorry to get your hopes up, but that's pretty much it.
Oh god, brain fart! I totally remember now!
Never mind what I just said, I remembered I wanted to set up a mega plot twist by the end of the story. It turns out that, when the Foundation eventually confronts the shapeshifter, it is revealed that it works for some GIO (haven't decided, but I'm looking. Maybe CI? Maybe I could make one up…we'll see), and that the original SCP-XXXX-A was an inside agent sent in to scope the place out so they could plan a raid on the place. The only problem I can see with this is the Foundation being portrayed as an easily-infiltratable organization, when it is the exact polar opposite. I would have to come up with a pretty good excuse for this person to get in without being noticed.
It is also revealed that the original SCP-XXXX-A that they thought was killed was just a random D-Class. When it is captured, SCP-XXXX says that when it escaped, it managed to kill a security officer, and turned into him out of panic. He decided then that he would release a D-Class and have him pose as SCP-XXXX-A, and run and tell the other security officers that SCP-XXXX-A killed a D-Class and turned into him.
So yeah, that's the gist of the plot. Once captured, SCP-XXXX is amnesticized(?) and thrown into containment, but the article ends on a cliffhanger of how to deal with this enemy GOI. Hope that cleared things up for you. Or maybe made things worse. Whatever the deal, please share your thoughts.
