This is a concept for an explained SCP

The idea is that the Foundation discovers security camera footage of a blob-like monster murdering women at night. They send a PTF out to find the monster, but come up empty handed. Eventually, the analyze a corpse and discover sperm cells in the body, and discovered the true identity of the murderer: an escaped D-class that wanted to create a fake SCP to waste the foundation's time and resources as revenge, while also using the fact that it hid his identity to rape and murder several women. The monster was projected over the screens of the security footage to hide his identity

How exactly does a single D-Class manage to affect multiple sources of camera footage while committing crimes to make it convincingly seem like a blob monster is murdering people? Because that in and of itself sounds almost anomalous.

Also in a murder investigation, especially an anomalous one, performing an autopsy on the victim would be one of the first thing's they'd do after securing the crime scene. Someone would notice that the wounds match physical trauma reminiscent of sexual assault, perhaps find DNA evidence.

Additionally, how exactly did this D-Class escape? I can't imagine any single D-Class getting out on their own. If they had help, maybe, but that brings to mind who would help them escape.

While the idea of someone trying to waste the Foundation's time sounds like it could be interesting, this particular idea doesn't seem up to the task in its current case.

Summary:
Interesting idea, however this seems like it would be something local or national law enforcement would handle rather than the SCP Foundation. The idea has merit, but needs to be honed a bit further to make an article out of it.

PROS:

• I personally enjoy SCP's that have a horror/assault element.
• The cat & mouse games between a serial killer disguised as an SCP and The Foundation has potential.

CONS:

• As Cerastes stated, the likelihood that a random D-class escaped and managed to cause this level of chaos is highly unlikely.
• The mundane killing of people doesn't do much to add intrigue, horror, mystery, or suspense for me.

CONCLUSIONS/SUGGESTIONS:
The nature of the SCP is interesting. It reminds me of a Joker/Batman sort of vibe. But to create that sort of trope in the SCP universe you'll have to address certain issues.

The Foundation would likely take little to no time to discover that this was not a true anomaly due to forensic testing. At that point they would turn the evidence in (maybe anonymously) to law enforcement and not waste any more time on the issue. The potential SCP article would either be completely scrapped, or classified as neutralized more with incorrect data edited/corrected to read "SCP-XXXX was a hoax carried out by (NAME) on (DATE)". If anything at all was to remain about it.

I could see this idea working if:

1. The serial killer himself was a former agent, with clear capabilities to mislead The Foundation. Proficient in hacking, forensics, and with Machiavellian traits.
2. Or the killer is a random person with no knowledge of The Foundation but comes across an anomalous item he's using to commit the crimes. Forcing The Foundation's hand over local law enforcement.
