The SCP is a wide series of sounds and visual mirages such as the sound of gunshots and sirens and appearances of police vehicles, together suggesting the occurrence of criminal activity. These effects occur in specific residential areas where crime rates are normally low, causing the perceived danger in these areas to rise severely. Foundation research has shown that residents of these areas have grown to show greater level of fear, distrust of strangers and trust of government since the SCP manifested in their area.
Close inspection through camera traps set by Foundation research reveals that the high-speed police vehicles seemingly racing through the streets are not driven by drivers but are instead manned by motionless mannequins in police uniform. Video footage of the vehicles suggests they are not fully material as they have often been observed ‘clipping through’ street signs and curbs with no damage occurring.
Attempts to contain instances of the SCP are met with the instance disappearing into thin air, further establishing the idea that the visible effects of the SCP are simply mirages instead of physical objects. The SCP seems to have light amnestic abilities as those confronted with its sudden (dis)appearance become disoriented enough not to question it.
The SCP’s source is currently unknown, though it is speculated on in an addendum by a Foundation expert local to one of the affected areas. He suggests the SCP originates from a large-scale urban development company currently buying up land in the affected areas, using the SCP to lower the price of said land. Further Foundation research into this company has been suggested, but has been denied on the grounds of conflicting with the Foundation department of Acquisition. All further research into said development company and/or the origins of the SCP have been forbidden by a high-ranking Foundation official.
(if it isn’t clear, the SCP is a classified high-level Foundation project to scare civilians into selling their homes so the Foundation can set up more facilities. The article would contain foreshadowing about the SCP occuring near other anomalous sites, giving the foundation a reason to want to build there.
