Randomness is very tricky to use in terms of humor, and in this case, it is the only thing this -J has for itself, considering the main concept behind it is… Pretty common, after some infamous -J representing some mundane stuff with a SCP format style.
With all of this combined, it just seems like a lazy -J.
It's certainly not my highest effort post ever, but there's quite a bit here more than randomness.
I've written quite a number of -J's and pretty sure I've got a grip on what works at this point. I can understand why it might not work for everyone though.

Maybe this is dumb and silly, but it's a -J and dumb and silly is kind of fine for that. I give it a +1 for the fun. It'd be neat if the list of possible culprits became a collaborative thing.
Edit: Looking at it again, it could have more elements for sure aside from just that. Maybe a clue is found, and that's another thing drawing randomly from a collaborative list. Like "cookie crumbs were found [in random location]." Stuff like that. Eventually you could have a whole randomized mystery with perhaps everything except the answer.
I imagine all of these entities in some SCP children's book, looking for who stole the cookie. That thought amuses me, with all of these very different people and things acting in a near identical manner scouring every corner of the Earth and Moon for a cookie thief.

This'd definitely be better if there was better indication on what that link at the bottom does. I thought that this was seriously just a four-sentence low-effort anomaly with a random refresh button at the bottom. Since the page reloaded, I didn't notice the text changing.
Looking at the page source, "the Back Half of Josie" was my personal favourite.
