Okay, so…there's a lot of detail here, but not really a whole lot of substance, to be honest. You have some details about what this thing can do, but no how or why questions are answered.
He an be tame by giving him 10 pounds of meat everyday. He'll be wise enough to split them up for breakfast, lunch and dinner. If you give him less than 10 pounds he'll find a way to sneak out of his room and start attacking the person that makes or gives the meal. If you give him more he'll save it up so the next time he gets less than 10 pounds he'll replace it and not attack anyone. But you must give him food everyday even if you give him 20 pounds the day before.
How does he just "find a way to sneak out of his room"? What if it's airtight other than breathing holes less than 5cm in diameter? How's he gonna get out of that? Can he teleport?
Also, on average, a dog needs 2-3% of its body weight in food every day. 10 pounds a day would put this dog nearly on par with Aicama Zorba, the heaviest dog on record. Are its anomalous properties tied to how much food it needs?
This is so much extraneous detail that doesn't really seem connected to anything else about this dog.
If he feels very bored in the room he'll bark and when time passes the bark will become very loud until the whole world can hear the bark. If he starts barking and someone comes to chat with him he'll destroy the person's original knowledge and replace it with other fake information. Then he'll tease the person that comes and laugh at him. If you don't ask him a question his laugh will get louder and louder.
This feels like just adding more and more absurd anomalous properties onto something that already doesn't make a whole lot of sense. Also, a sound loud enough to be heard around the entire world would generate shock waves that would kill people and destroy entire structures.
DON"T ASK HIM "DOES THIS (GUY OR GAL) LIKE ME OR NOT" He'll only have answer on his opinion and solved answers in the real life
How does that question not have a factual answer? It seems like a simple yes or no. Can he only answer questions that have had information recorded? Could you ask him "exactly how many Tyrannosaurus Rex lived on Earth at any given time" and he could answer that?
I think you really need to rework this almost entirely. "All-knowing but kind of an asshole" is a pretty well-trod concept - this is not to say you can't do it, but you have to work hard to make it stand out. And this is just a pile of absurd powers shaped into a dog.
I also want to know, and I mean no offense by this - what is your age, and is English your first language? I see a lot of spelling and grammar mistakes in this post. Most successful SCP writers have at least some college-level writing experience, because the amount of research necessary to write a good SCP as well as the clinical tone to fit the site can be very difficult for a lot of younger writers. Again, not mandatory, but very helpful.
