Then after a few hours they end up at the exit of a different six flags park It could be former, current, or future six flags parks. People who went under the arch will claim that they went to a six flags over Georgia. However, in this universe, six flags over Georgia never existed. The rides at six flags over Georgia would change depending on which person you ask. Then there is one test where someone doesn’t return and the side story is that the foundation is trying to rescue him.

Does it actually move them forward or backward in time? If so, how does The Foundation know that this happens?

Why? The Foundation is all to willing to consign D-Class to death, and would not have important personnel test a dimensional anomaly like this without a good understanding of how it works. Why is this person important enough to rescue?

It seems pretty out of character for The Foundation to send a researcher alone into a place like this until they have some pretty good information on how it works.

Sending a senior researcher in makes even less sense. The Foundation uses D-Class to explore because they are disposable, Senior Research staff are valuable assets. Could they send a D-Class in with a video camera and record what is seen? What reason would they have for risking such a valuable staff asset in an exploration like this?
