This skip is a ladder that as the summary says keeps going up beyond the actual size of the building in the sense is that the outside and inside seems normal until you reach the roof access ladder that extends beyond normal human eye sight. the object class would be safe

What you have here is the "X that does Y" idea issue. Okay, it's a ladder that doesn't follow normal spatial rules. What makes this worthy of being an SCP rather than just an Anomalous Item? What is the story you want to tell here? How did the foundation find it? What does it lead to? Can it be moved from the building it's in? What do people see when they climb the ladder? What you have here isn't really enough to give a yes or no on a greenlight.

Roof access? To the building the ladder is in? What if there's no roof?

New series SCPs are not just items that do things. There has to be a story you want to tell.
