I thought about this a few days ago, The SCP itself is a completely dark figure with visibe human-like eyes that would appear in video, and images from your past, but in the background going unnoticed. In videos, the figure wouldn't be seen doing anything except blinking. After seeing a picture or video of yourself with the SCP in it, you would be eternally cursed with paranoia and the sense of being watched, nothing would happen to you physically, but your mental state is screwed with. Just an idea. If you have any other ideas, recommendations or changes, please reply.
Right now this makes for a good creepypasta, but not a good SCP.
To elaborate, you've got the right idea for what makes for something striking. Memories and cursed media are an interesting place to take a haunting, but think about it for a second. What kind of person does this affect? Does it target specific memories/events?
I personally would avoid the generic vengeful spirit approach. What if this was a ghost that haunted media of a childhood friend you had forgotten that was only trying to get you to remember them? Or alternatively, what if this affected people who have seen their relatives die?

The SCP isn't necessarily a vengeful spirit, it's more of an entity that intends to creep you out, but not in a bad way. The entity is something that wants to have a good life, so it manifests in photos of a person having a good time, because it wants to have fun again. the anomaly itself isn't dangerous, but it's effects is the dangerous parts.
So, I guess I've changed it up from being a bit scary, to heartwarming. Is that a bad thing? I'm going to read those articles and wait for you to reply. Thanks for helping!
Good! Now how would you communicate this to the audience via the article? Obviously you can't have an interview log here, so I recommend really emphasizing on it appearing in the happy memories and obviously not intending harm.
I'm not too sure, maybe the article would say "SCP-4XXX-1 seemingly only appears in media where a person or persons is having a good time, every test on this has come out true." Other than that, I'm not too sure. Maybe the foundation takes pictures of good and bad times, and they look at them over the course of a few weeks, and notice that the SCP only appears in good pictures, but not bad ones.
I like the Foundation trying to make it manifest.

I really like the revised idea here so I'll go ahead and give this my greenlight. I had a few issues with the original pitch, but the idea of a ghost that just wants a good time by visiting happy memories is a unique and interesting idea. I'm looking forward to seeing how you present that in a draft.
What story are you planning on telling, though? Does the Foundation figure out what the ghost wants and functionally contains it by giving it only happy photos? Does the ghost finally pass on? In stories like these it's important to humanize the SCP or else we'll likely not attach to it, making the final revelation less impactful.
