My idea is sort of goofy, but I enjoy it, and I think you guys might be into it.
The anomaly consists of a laptop that, for most purposes, functions as a normal computer. However, every morning, it will create a new document. The document cannot be deleted or edited, and consists of a message to its owner (currently, the SCP Foundation). The message will threaten to cause some sort of mild annoyance, sometimes directed towards individuals in the Foundation, or to the entire Site, or any other level. The threats are always fairly benign, such as "Dr. Clef will have the hiccups all of tomorrow," or "Site-17's salad bar will be closed." The computer will only abstain from causing these annoyances if some kind of ludicrous demand is met; things like executing the O5 Council, or releasing a Keter-class SCP. The time at which its demands must be met is always in the late evening; if its demands are not met, the document's message will change to simply read "Time's Up." The document is deleted at midnight, activating the threat.
The anomalous ability of the computer is that any events it threatens one with will be fulfilled. Obviously, there is concern that if it can cause small-scale irritations, then it could also cause much more sinister events. Because of this, the computer's blackmail must always be read by a researcher, who, if they deem necessary, will send it to the Site Director; if the blackmail is significant enough, it may be sent to O5 Command as well.
