The general idea is this. The foundation found an SCP in the form of permanent, wide scale, high intensity, lightning storms. Through various attempts to analyze and disrupt these storms to render them as contained or neutralized due to the inherent Keter-ness of trying to contain a weather phenomenon, they did the worse thing possible. They succeeded. That allowed the thing the lightning was limiting to start regenerating, which just sort of let the immediate escalation to usage of nuclear devices slide off. What did work was a cloud seeding effort and undoing of the previously created systems to neutralize charge and stop the lightning.
Leading to the current containment procedure of…leave it alone. In emergencies launch a sounding rocket and dump charge into the soil. Have large tesla cannons on stanby. but above all else, do not interfere with the Thaumiel lightning.
From the mythic point, the monster is Typhon, and the lightning is the very lightning big daddy zeus used to kill the damned thing, still killing it to this day. probably have some selected texts of this myth and maybe some others mentioning lightning and monsters.
My biggest question is, do you think it's a good enough hook for the containment protocol to be to leave it relatively alone, as well as the mythic roots? Also for the main weapon in breach of containment to be a sounding rocket.
Edit: Focus is on difficulty to contain a full blown weather phenomenon combined with the need to leave it alone, possible long term fears regarding global warming altering weather patterns and cementing initiatives to at least keep this particular weather system intact.
Edit 2: While the lightning storm itself is left alone, containment still exists in the form of limiting access to the area, limiting any sort of research, and actively taking measures to sustain and protect the Thaumiel lightning from potential threats, such as climate change. The continuation of lightning is treated as an absolute necessity, with progressively larger redundancies such as a large scale effort to charge the earth and induce lightning.
Edit 3: as literallymechanical mentioned as condition of greenlight, I plan to follow more on the climate change threatening the Thaumiel, meaning release of keter angle. Thus further long term containment procedures necessitate a wide ranging and dramatic interest by the foundation in countering climate change, Dubbed PROJECT-HUNDREDTH HAND.
Edit 4: It has become abundantly apparent that some explanation should be given to location and justification for usage of nuclear weapons, as ManyMeats aptly pointed out. The location chosen at this time is a small remote island with a large mountain, claimed to be a nuclear testing site to deter visitors. This would both explain the restriction of the site, and why a nuke could have been used and then covered up, with each supporting the narrative of the other.
Furthermore, just to clarify. The only mythological references in the final product will be the vague reference of location, the supernatural lightning, the fact that it is implied to be dragonesque, and the name of the project. I expect and intend for it to be afully compelling narrative without the reader having ever heard of Greece.
