Just who decides on these?

The Old Man From Nowhere, SCP-1440, Would make a good candidate for the next featured SCP.
I have to ask: How are featured articles decided?
Currently, Decibelles and I pick them (Decibelles is much more widely-read than I am, but I usually do the updates).
Criteria are generally that the pieces have been on the site for a certain amount of time (so slightly older stuff that people might not come across on an average day of browsing), aren't rated too high, and (if possible) are written by authors who aren't particularly well-known. It's also nice to see pieces that were co-authored, rewritten, or otherwise collaborative efforts.
Granted, this is likely different from how featured pages were chosen when the features first began, but I felt that it's nice to showcase things that aren't super-popular.
