This works so well on so many levels. I found myself wondering if it wasn't Dixieland Nightmare Magic, mostly because of the citation footnote. (Though the redacted location really should have disabused me of that notion.)
I mean, on the one hand, you've got the nightmare of all nightmares of college registration (which I've never experienced myself, but I've heard stories). Then you've got a phenomenon that should by all rights be Keter, and I have a feeling it's not just because they can't verify anything one way or another. All the high-level secrets stuff keeps things interesting, and good on you for making an inter-Foundational research citation actually be narratively important! (Not to mention I'm really intrigued by "The Inconsistent Carbo Family".)
The more you think about this, the more you realize we can't do shit about it. Sure, those people were confirmed to be working here X years ago, but what if they were created longer ago than that? What if the Director is fucking with the results? It's like, holy shit, this could be one of the worst containment breaches in Foundation history, and we can't even know for sure. Fantastic.
