If I recall correctly, articles that were in the nineties range showed up on the first page at the time I joined. Probably lower than that, too.
Also, you can vote on this page. What would happen if it gets a lot of plus votes?
Vote inflation. More members means more votes means higher ratings for good articles means more 100+ rated articles mean less space is left for anything with a lower rating.
If this page somehow gets 100+ rating, it will show itself on itself. Nothing will implode because of that. We already have the Thread that you can discuss in the Thread. Also, it will never get that rating, because people have better things to do than vote on system pages. And by better things I mean writing a skip about silly hats. Everyone is very busy with that right now.
It would presumably show up on itself. No rule against the listpages module grabbing the page it's used on.
Uh… I think there's something borked with the code. I'm seeing completely random articles in now particular order. Like, 173 at over +400 is at the top, then one at +101, then one at +70, then one at +98, etc.
Edit: and I hit refresh and now it's working correctly. What the hell…?
Edit redux: Oh my fucking god, I was having a fucking brain fart and looking at the number of comments instead of the rating. Go me!

Were you looking at the number of comments and thinking it was the rating? Because that's similar to the comment numbers for each SCP.
We're at the point where not everything at +100 or above makes it onto four pages. How do we feel about going for a fifth? Or, alternatively, just setting it so everything at +100 or above makes it in, whatever length it has to be to get there?
According to the coding, this is the list of the top 400 pages on the site. I'm not sure more are warranted, but I'll bring it up to staff.

No harm except that uncapping the query puts more strain on the database on every request, and there's no telling how often this page gets hit on a daily basis.
Might want to keep an eye on things in case it starts lagging.
Let's start a movement to get this page onto itself, guys. It's already at +11, we just need about 90 more upvotes to create the greatest paradox of all time (not really but still.)
